John F. Kennedy International Airport (JFK) Modernization and Expansion Projects

As part of the Port Authority’s $19 billion transformation of JFK International into a world-class airport, the New Terminal One (NTO) is creating the global gateway to the New York metropolitan area. The project features a 23-gate state-of-the-art terminal that aspires to be among the top ten terminals in the world, with the first gates planned to open in 2026.

The Terminal 4 project will increase the capacity of the airport by building ten new aircraft parking positions, adding an additional domestic baggage claim carousel, and transitioning all operations into Terminal 4—making JFK travel more convenient for all airline customers.

The completion of the Roadways, Utilities and Ground Transportation Center (RUGTC) Project will dramatically improve access to the airport by simplifying the existing complex roadway network, providing easier to navigate access to terminals with improved frontage areas, and building a new ground transportation center for passengers to connect to taxis, for-hire vehicles, mass transit and parking.

Expanding One of the Busiest International Gateways

The JFK project was initiated to modernize and expand one of the busiest international gateways into the United States. The growing demand for air travel, combined with the need to enhance the efficiency, safety, and capacity of the airport, led to this major overhaul. It aims to provide world-class passenger experiences while supporting economic growth in the region and improving the airport’s infrastructure to meet future demands.

Enhancing America's Global Connectivity

The JFK project enhances America's global connectivity, reinforcing its role as a leader in international travel and trade. By upgrading the airport’s infrastructure, it supports economic development, creating thousands of jobs during construction and in its long-term operation. The modernization of JFK strengthens the U.S.'s position as a key player in global commerce, tourism, and business travel. It also sets a benchmark for future airport developments across the country.

Cutting Edge Technologies

For the installation of the terminal’s lighting system, electrical control system, and public safety and life safety dash radio system, Electra USA is using cutting edge technology to map out the wiring systems required to install the varied systems needed. Electra USA’s team of engineers are virtually modeling the terminal to lay out each system’s individual pathways and navigate the different frequencies required of each.

Overcoming Obstacles

The large size of the terminal’s underground piping, with sections reaching up to 36 inches in diameter and 40 feet in length, posed an obstacle for both installation and transportation throughout the airport. To overcome this, Electra USA has carried out extensive prefabrication work at their state-of-the-art Long Island shop that enabled them to weld the many large joints and expansion loops off-site.

Challenges

The JFK project came with many challenges as the multi-faceted nature of the project required large scale coordination and strategic planning with many civil engineering contractors to navigate the numerous moving parts of the project. As Electra USA worked to install the terminal’s underground piping, they had to traverse the simultaneous construction of roadways and bridges as well as cut through the previous Terminals 1 and 2.


Another challenge that came from Electra USA’s extensive underground work for the project was the high water table caused by JFK’s proximity to Jamaica Bay and the Atlantic Ocean. Groundwater can easily seep into the trenches and requires that Electra USA keep them dry through consistent dewatering as they laid the large piping.
